The proposed development is a change of use of the existing building at 45 Great Union Street from its current use as a workshop/office premises (Use Class E/B2/B8 as applicable) to a community-based day opportunities service (Use Class F1). The premises will be operated by The LADS Hull Ltd (Learning and Developing Socially), providing structured day support for young adults with mild learning disabilities, autism and associated needs. The service focuses on developing independence, social skills, confidence, and community engagement. The building will be used as a safe and supervised base where small groups of service users attend during daytime hours. Activities will include life skills development, social interaction, wellbeing sessions, and preparation for accessing the wider community. The use is comparable in nature to a training, education, and community facility. No external structural alterations are proposed. Internal works will be limited to light refurbishment, including redecoration, creation of activity spaces, and minor layout adjustments where necessary. All works will be non-structural. The use will operate on a daytime basis only, typically Monday to Friday between 09:00 and 17:00, with no late evening or night-time activity. The number of attendees on site at any one time will be small and managed, supported by trained staff. The proposed use will not generate significant noise, traffic, or disturbance and is considered compatible with the surrounding area. The development will bring a vacant/underused building back into positive use and provide a valuable community service supporting vulnerable adults within Hull. The proposal aligns with local authority objectives to promote inclusive, community-based services and improve outcomes for people with additional needs.
